تعزيز برامج التعاون والشراكة القائمة بين تونس ومنظومة الأمم المتحدة

الخارجية والهجرة والتونسيين بالخارج، اليوم 22 جانفي 2026، على جلسة عمل مع المنسقة المقيمة وممثلي الوكالات والصناديق والبرامج التابعة لمنظومة الأمم المتحدة المعتمدة ببلادنا.
وخلال كلمته الافتتاحية، نوّه الوزير بمتانة العلاقات التاريخية التي تجمع تونس بمنظمة الأمم المتحدة القائمة على الثقة المتبادلة والاحترام والحوار، وعلى الالتزام المشترك بمبادئ التعددية والتعاون الدولي والعمل الجماعي في مواجهة التحديات العالمية، مؤكدا قناعة تونس الراسخة بأن العمل متعدد الأطراف والدور المحوري للأمم المتحدة يظلان أكثر من أي وقت مضى ضرورةً استراتيجيةً لا غنى عنها لضمان الاستقرار والتنمية، خاصة في ظل ما يشهده العالم من أزمات متتالية، وتوترات جيوسياسية، وتقلبات اقتصادية فضلا عن تنامي النزعات الأحادية.
وأعرب الوزير عن تقدير السلطات التونسية للدعم الفني والمالي والمؤسساتي الذي قدّمته منظومة الأمم المتحدة لتونس، ولا سيما في ظل التحديات الاقتصادية والاجتماعية والمناخية الراهنة، مثمّنًا المساندة التي حظيت بها المبادرة التي أذن بها السيد رئيس الجمهورية بوضع سنة 2025 تحت شعار سنة “تعزيز العمل متعدّد الأطراف وتدعيم التعاون مع منظومة الأمم المتحدة” التي أُطلقت بمناسبة الذكرى الثمانين لتأسيس المنظمة الأممية.
كما أبرز أن تعاون تونس مع منظومة الأمم المتحدة يشمل مجالات حيوية، من بينها التنمية البشرية والإدماج الاجتماعي، والصحة والحماية الاجتماعية، والتعليم والشباب والطفولة، والمساواة بين الجنسين، والحوكمة وسيادة القانون، وإدارة الهجرة وحماية الفئات الهشة، إضافة إلى التحول الرقمي والصناعي والبيئي، مشيدًا بجهود مكتب المنسقة المقيمة في تعزيز التنسيق والتكامل بين مختلف الوكالات الأممية في تونس.
وأعلن الوزير، في هذا السياق، أن وزارة الشؤون الخارجية والهجرة والتونسيين بالخارج ستتولى، بالتعاون مع منظومة الأمم المتحدة وبقية الهياكل الوطنية المعنية، تنسيق مسار إعداد إطار التعاون الجديد بين تونس ومنظمة الأمم المتحدة للفترة 2027–2031، بما يضمن انسجامه مع مخطط التنمية الاقتصادية والاجتماعية 2026–2030 وأولويات البلاد الوطنية.
من جهتها، ثمنّت السيّدة رنا طه، المنسقة المقيمة، باسم الوكالات والصناديق والبرامج الأممية، علاقات التعاون الوثيقة بين منظمة الأمم المتحدة والحكومة التونسية، مشيرة إلى المكانة الخاصة لبلادنا كشريك فاعل لمنظمة الأمم المتحدة في الدفاع والعمل على تعزيز عمل المتعدد الأطراف.
وأكدت التزام منظومة الأمم المتحدة بمواصلة دعم تونس ومرافقتها في مسارها التنموي وفق الأولويات التي ستنبثق عن مخطط التنمية في إطار احترام الملكية الوطنية، معربة عن تطلّع المنظمة الأممية إلى الارتقاء بمستوى التعاون إلى مستويات أكثر نجاعة.
وأشارت المنسقة المقيمة في هذا السيّاق إلى مبادرة الأمين العام “منظمة الأمم المتحدة 80” التي تهدف إلى تحديث المنظمة وجعلها أكثر فعالية في مواجهة التحديات القائمة، وهو ما يستدعي تعميق تنسيق التعاون الاستراتيجي مع تونس من خلال التوظيف الأفضل للموارد المتاحة في إطار برامج أفقية هادفة تحقق حلولا تحويلية ومستدامة وتتيح فرص الاستفادة النوعية في مختلف القطاعات.
كما تضمّن الاجتماع عرضًا قدّمه ممثلو الوكالات والصناديق والبرامج الأممية المعتمدة ببلادنا حول أنشطتهم وبرامجهم الجارية في تونس في المجالات المتصلة بالطفولة والصحة والتنمية الصناعية وتمكين المرأة وإدارة الهجرة والبنية التحتية، تلاه حوار تفاعلي تناول سبل تعزيز التعاون، وتحسين نجاعة البرامج، وتعبئة موارد مالية مبتكرة، بما يحقق أثرًا ملموسًا لفائدة الفئات والمناطق الأكثر احتياجًا.
وفي ختام الاجتماع، جدّد وزير الشؤون الخارجية والهجرة والتونسيين بالخارج تأكيد التزام تونس بدورها كشريك موثوق به ومسؤول ضمن منظومة الأمم المتحدة متعددة الأطراف، مشددًا على أهمية احترام مبدأ الملكية الوطنية للسياسات العمومية، والدعوة إلى نظام دولي أكثر إنصافًا في تمويل التنمية يأخذ بعين الاعتبار خصوصيات الدول والتحديات الماثلة.

Dans le cadre du renforcement des programmes de coopération et de partenariat existants entre la Tunisie et le système des Nations Unies, M. Mohamed Ali Nafti, Ministre des Affaires Etrangères, de la Migration et des Tunisiens à l’Etranger, a présidé aujourd’hui, le 22 janvier 2026, une séance de travail avec la Coordinatrice Résidente et les représentants des agences, fonds et programmes relevant du système des Nations Unies accrédités dans notre pays.
Dans son allocution d’ouverture, M. le Ministre a salué la solidité des relations historiques unissant la Tunisie à l’Organisation des Nations Unies, fondées sur la confiance mutuelle, le respect et le dialogue, ainsi que sur un engagement commun en faveur des principes du multilatéralisme, de la coopération internationale et de l’action collective face aux défis mondiaux. Il a souligné la conviction profonde de la Tunisie selon laquelle l’action multilatérale et le rôle central des Nations Unies demeurent, plus que jamais, une nécessité stratégique incontournable pour garantir la stabilité et le développement, notamment au regard des crises successives, des tensions géopolitiques, des fluctuations économiques et de la montée des tendances unilatérales que connaît le monde.
M. le Ministre a exprimé l’appréciation des autorités tunisiennes pour l’appui technique, financier et institutionnel apporté par le système des Nations Unies à la Tunisie, en particulier dans le contexte des défis économiques, sociaux et climatiques actuels. Il a également salué le soutien accordé à l’initiative décidée par Son Excellence Monsieur le Président de la République de placer l’année 2025 sous le slogan de « L’année du renforcement de l’action multilatérale et de la consolidation de la coopération avec le système des Nations Unies », lancée à l’occasion du quatre-vingtième anniversaire de la création de l’Organisation.
Il a, par ailleurs, souligné que la coopération entre la Tunisie et le système des Nations Unies couvre des domaines vitaux, notamment le développement humain et l’inclusion sociale, la santé et la protection sociale, l’éducation, la jeunesse et l’enfance, l’égalité des sexes, la gouvernance et l’État de droit, la gestion des migrations et la protection des groupes vulnérables, ainsi que les transitions numérique, industrielle et environnementale. Il a, à cet égard, salué les efforts du Bureau de la Coordinatrice Résidente visant à renforcer la coordination et la complémentarité entre les différentes agences onusiennes en Tunisie.
Dans ce contexte, M. le Ministre a annoncé que le Ministère des Affaires Etrangères, de la Migration et des Tunisiens à l’Etranger assurera, en collaboration avec le système des Nations Unies et les autres structures nationales concernées, la coordination du processus d’élaboration du nouveau Cadre de coopération entre la Tunisie et l’Organisation des Nations Unies pour la période 2027-2031, de manière à en garantir la cohérence avec le Plan du développement économique et social 2026-2030 et les priorités nationales du pays.
De son côté, Mme Rana Taha, Coordinatrice Résidente, a salué, au nom des agences, fonds et programmes des Nations Unies, les relations de coopération étroites entre l’Organisation des Nations Unies et le gouvernement tunisien, soulignant la place particulière de notre pays en tant que partenaire actif de l’Organisation dans la défense et la promotion du multilatéralisme.
Elle a réaffirmé l’engagement du système des Nations Unies à poursuivre son appui à la Tunisie et à l’accompagner dans son parcours de développement conformément aux priorités qui découleront du Plan de développement, dans le respect du principe de l’appropriation nationale, exprimant l’ambition de l’Organisation d’élever le niveau de la coopération vers davantage d’efficacité.
Dans ce même contexte, la Coordinatrice Résidente a évoqué l’initiative du Secrétaire Général « ONU 80 », visant à moderniser l’Organisation et à la rendre plus efficace face aux défis actuels, ce qui appelle à un approfondissement de la coordination stratégique avec la Tunisie à travers une meilleure mobilisation des ressources disponibles dans le cadre de programmes transversaux porteurs de solutions transformatrices et durables, offrant des opportunités d’impact qualitatif dans divers secteurs.
La réunion a également été marquée par une présentation des représentants des agences, fonds et programmes des Nations Unies accrédités en Tunisie sur leurs activités et programmes en cours dans les domaines de l’enfance, de la santé, du développement industriel, de l’autonomisation des femmes, de la gestion des migrations et des infrastructures. Cette présentation a été suivie d’un dialogue interactif portant sur les moyens de renforcer la coopération, d’améliorer l’efficacité des programmes et de mobiliser des ressources financières innovantes, afin de générer un impact tangible au bénéfice des catégories et des régions les plus nécessiteuses.
En clôture de la réunion, M. le Ministre des Affaires Etrangères, de la Migration et des Tunisiens à l’Etranger a réitéré l’engagement de la Tunisie à assumer son rôle de partenaire fiable et responsable au sein du système multilatéral des Nations Unies, soulignant l’importance du respect du principe de l’appropriation nationale des politiques publiques et appelant à un système international plus équitable en matière de financement du développement, tenant compte des spécificités des pays et des défis existants.

In the framework of strengthening the existing cooperation and partnership programs between Tunisia and the United Nations system, Mr. Mohamed Ali Nafti, Minister of Foreign Affairs, Migration and Tunisians Abroad, chaired today, January 22, 2026, a working session with the Resident Coordinator and Representatives of the Agencies, Funds, and Programs of the United Nations system accredited in our country.
In his opening statement, the Minister highlighted the solidity of the historical relations linking Tunisia to the United Nations organization, based on mutual trust, respect, and dialogue, and on the shared commitment to the principles of multilateralism, international cooperation, and collective action in addressing global challenges. He reaffirmed Tunisia’s firm conviction that multilateral action and the pivotal role of the United Nations remain, more than ever, an indispensable strategic necessity to ensure stability and development, especially amid the succession of crises the world is witnessing, geopolitical tensions, economic fluctuations, and the growing unilateral tendencies.
The Minister also expressed the appreciation of the Tunisian authorities for the technical, financial, and institutional support provided by the United Nations system to Tunisia, particularly amid the current economic, social, and climate challenges. He commended the support received for the initiative decided by His Excellency the President of the Republic to designate the year 2025 under the slogan “Enhancing Multilateral Action and Consolidating Cooperation with the United Nations System,” which was launched on the occasion of the eightieth anniversary of the establishment of the United Nations organization.
He further highlighted that Tunisia’s cooperation with the United Nations system covers vital areas, including human development and social inclusion, health and social protection, education, youth, and childhood, gender equality, governance and the rule of law, migration management and protection of vulnerable groups, in addition to digital, industrial, and environmental transformation. He praised the efforts of the Resident Coordinator’s office in enhancing coordination and integration among the various UN agencies in Tunisia.
In this context, the Minister announced that the Ministry of Foreign Affairs, Migration and Tunisians Abroad will take charge, in cooperation with the United Nations system and the other relevant national structures, of coordinating the process of preparing the new cooperation framework between Tunisia and the United Nations for the period 2027–2031, ensuring its accordance with the 2026–2030 Economic and Social Development Plan and the country’s national priorities.
For her part, Ms. Rana Taha, the Resident Coordinator, commended, on behalf of the UN agencies, funds, and programs, the close cooperation relations between the United Nations and the Tunisian government, highlighting our country’s special position as an active partner of the United Nations in defending and working to strengthen multilateral action.
She reaffirmed the United Nations system’s commitment to continuing its support for Tunisia and accompanying it in its development path according to the priorities emerging from the development plan, within the framework of respecting national ownership. She expressed the UN’s aspiration to elevate the level of cooperation to more effective levels.
In this context, the Resident Coordinator referred to the Secretary-General’s “UN 80” initiative, which aims to reform the organization and make it more effective in addressing existing challenges—a goal that calls for deepening strategic cooperation coordination with Tunisia through better utilization of available resources within targeted horizontal programs that achieve transformative and sustainable solutions and enable qualitative opportunities across various sectors.
The meeting also included a presentation by Representatives of the UN agencies, funds, and programs accredited in our country on their ongoing activities and programs in Tunisia in areas related to childhood, health, industrial development, women’s empowerment, migration management, and infrastructure, followed by an interactive dialogue addressing ways to enhance cooperation, improve program effectiveness, and mobilize innovative financial resources to deliver tangible impact for the most needy groups and regions.
In closing the meeting, the Minister of Foreign Affairs, Migration and Tunisians Abroad reaffirmed Tunisia’s commitment to its role as a reliable and responsible partner within the multilateral United Nations system, emphasizing the importance of respecting the principle of national ownership of public policies and calling for a more equitable international system in development financing that takes into account the specificities of countries and the prevailing challenges.
